Website vendor evidence matrix

Compare the evidence behind the proposal—not just the proposal.

A strong website decision connects the public brief to demonstrable delivery, accessible acceptance, clear ownership, and an operating plan your team can verify after launch.

Use the same test for every respondent. This matrix is planning guidance, not a legal determination or a substitute for your procurement rules.

Four evidence dimensions

Ask for proof you can inspect, repeat, and hand off.

01

Requirement trace

Map audiences, critical journeys, content, integrations, migration, constraints, and named-platform requirements to a proposed approach. Separate exact experience from responsible equivalent evidence.

Inspect:
  • Requirement-to-deliverable map
  • Known assumptions and exclusions
  • Clarifications still awaiting an official answer
02

Accessible acceptance

Define representative tasks, test methods, conformance evidence, remediation ownership, and the final demonstration before accepting the public experience.

Inspect:
  • Task-based test plan
  • Manual and automated evidence
  • Documented limits and retest record
03

Delivery and change control

Connect milestones, review points, content and URL migration, quality checks, launch controls, rollback, and decision owners to visible acceptance evidence.

Inspect:
  • Working increments and review cadence
  • Acceptance owner for each milestone
  • Launch, rollback, and recovery record
04

Ownership and operation

Make access, hosting, domains, source files, documentation, training, support boundaries, renewals, analytics, and exit paths explicit before handoff.

Inspect:
  • Owner and access register
  • Support scope and response boundaries
  • Training, documentation, and portability

Current public guidance

Make acceptance evidence specific before the work begins.

Federal Section 508 guidance recommends defining accessibility criteria in procurement, requesting test plans and conformance information, and reserving the ability to validate claims. Google recommends descriptive crawlable links between related pages. The useful pattern is broader: name the evidence, owner, acceptance method, and remediation path before award or launch.

Use the matrix in context

Connect vendor evidence to acceptance and long-term ownership.

Use procurement readiness to shape the brief, then accessibility readiness and owner handoff to test the delivered system.
